Is it possible to access MSDE with either Enterprise Manager or Query
Analyzer. If so can you let me know how too?

yes...just register it like you would any other SQL Server (EM) or make a
standard connection in QA using the proper authentication. Those two tools
make no distinction between SQL Standard/Enterprise and MSDE
